IDAHO Health Care For All
Finding Common Ground and Working Toward a Politically and Economically Feasible Solution
Criteria for designing and evaluating any health insurance plan for the American public, developed by PNHP/IDAHO Health Care For All. (Working Draft—Adopted April 20, 2006)
THE PLAN WILL BE:
1. Universal. Insure all Idaho residents.
2. Publicly Funded. Be equitably and publicly funded. a. Taxes will replace premiums paid by employers and individuals. b. This fund will be independent of the State budget. c. Financing will be fair, sustainable, and affordable.
3. Responsible. Be administered by State and local boards responsible to the public.
4. Efficient. Reduce overall cost by minimizing bureaucracy and regulation.
5. Comprehensive. Provide a defined set of all medically necessary (including preventive) services as determined by medical standards of care and state and local boards.
6. Accessible. Provide reimbursement that allows open access to care.
7. Continuous. Provide continuous coverage unrelated to employment.
8. Freedom of Choice. Allow patients to choose their health care providers and facilities. Allow health personnel freedom of professional practice.
9. High Quality. Measure and publicize quality of care.
